From 2021, Hungary will start using an electronic license registration system, which will allow for an electronic pre-screening and will support the work of the live inspection capacity by raising awareness of potential infringements. The legislation was published by the Hungatian Government on 31 December 2020.
According to the regulations, trucks with a gross vehicle weight of more than 3.5 tonnes carrying out international road transport for hire or reward on the territory of Hungary, and trucks with a gross vehicle weight of more than 7.5 tonnes carrying out international road transport for own account are subject to registration. In addition, transport by lorry carrying out cabotage operations on the territory of Hungary.
Registration in the BIREG system concerns all road passenger and goods transport undertakings.
Since the legislation also requires loading and unloading points to check the confirmation generated in the BIREG system – and from July 2021 also the active use of the electronic system – multiple or irregular use of permits will be completely excluded in the Hungarian transport market.
However, from 1 February 2021, failure to register will be punishable by a fine of HUF 800,000, and the loading and unloading site may be fined HUF 300,000 if it fails to comply with its obligation to check permits.
